I just fill my hotbar with a ton of weapons later on, but in early game:
Slots 1-3 have my strongest or most useful weapons, then come any other weapons that could be useful, there's a few empty slots for blocks, and at the end is my fishing rod.

1 is my primary weapon
2 is the secondary weapon if i have one
after this i put my pickaxe, axe and hammer (in this order)
9 has rope
and 0 has the magic mirror
you might have noticed i put nothing in a few slots, thats because i fill them with random (i dont do efficiency)

This is pretty much my same layout but with torch instead of rope most of the time.

Found this thread while searching for something else, but why not take the time to share my cursed setups?
Playthrough Setup:
The 1st slot is for Recall Potions/Cell/Shellphone. I prefer recalls over a Magic/Ice Mirror because of speed.
2 is my Pickaxe, pretty standard.
3 is negotiable, sometimes for a Bug Net, Support Minion, but never for the axe that so many people put there.
4 is also negotiable, sometimes it's got the Axe of Regrowth
5 is for building blocks, usually Wood.
6 is for a Hammer/Hamaxe.
7 is Torches.
8 is perhaps the most cursed of anything here, it's my main weapon slot.
9 is either a secondary weapon or a Rod of Discord/Harmony.
10 is normally another weapon.
Journey Mode Building and Map Creation:
1 is Shellphone.
2 is Molten Pickaxe.
3 is whatever is currently useful.
4 is a Paintbrush, usually loaded with Echo Coating.
5 is current building block.
6 is The Axe.
7 is whatever is currently useful.
8 is whatever is currently useful, sometimes the current walls.
9 is the Rod of Harmony.
10 is The Grand Design.

If playing on PC, imo it's redundant to have an axe or torches (and other light sources, e.g. flare gun, glowsticks) in your hotbar, since you can press shift to quick select these items. This also works for pickaxes, but for precision mining it can get annoying needing to actually hover over a mineable tile to select your pickaxe.
This is usually what my hotbar looks like:
Slots 1-3 can be literally any weapons I'm using at the time (sometimes I'll even swap out slots 4 and 5 for more weapons)
Slots 5, 6, 8, 9, and sometimes 10 are frequently switched out for whatever I might need at the time (if I'm in combat/exploration, slot 10 is basically always honey bucket, or maybe RoD if I have it). I have basically zero consistency for what goes where in these slots.
Slot 7 is always my recall potions. I have a button on my mouse bound to slot 7, so I'm always able to quickly swap to them in case of emergency. I chose slot 7 since it's the most inconvenient slot to scroll to (since I use the 1, 2, 3, and 4 keys to access those 4 slots). My magic mirror (for returning home when I'm not in danger) is just kept in my inventory.

I might be unique with mine (originates from me playing on console and want to switch to weapons and tools fast via bumpers)
This is assuming I have no extra boss summons, light pet, or multi-functional tool such as Picksaw or The Axe
