Home Secretary Leon Brittan said 17 people were arrested and being questioned in connection with the attempted kidnaping in London Thursday of Umaru Dikko, Nigeria's wealthy former transport minister, escaped his country six months ago after the civilian government was toppled by a military coup. The Nigerian ambassador was summoned to the foreign office to explain the incident but denied his government was involved, Brittan said. In Lagos, meanwhile, authorities grounded a London-bound British Caledonian Boeing 747 that they ordered to return shortly after it took off with about 200 passengers and crew on board. There was no immediate official explanation for, the action. but it appeared to in retaliation for the holding up of a Nigeria Airways Boeing 707.

British police found Dikko aboard the Nigeria Airways plane in a crate. Brittan told the House of Commons that Prime Minister Margaret Thatcher's government strongly" to Nigeria over the British plane and called for the immediate release of the passengers. Dikko was reported in satisfactory condition at a London area hospital and was under guard. Brittan said two crates, one of them containing Dikko, were opened Thursday night at Stansted Airport in the presence of a Nigerian diplomat. "Two people were found in each crate," Brittan said.
