Barbara Proctor. Repeat. answers.v 'Bachelor Party' trades on locker room humor By JEFF MILLAR UNIVERSAL PRESS SYNDICATE Tom Hanks is a serviceable Michael Murray surrogate in "Bachelor Party." He's a young man who is given a Rabelaisian bachelor party by his lifelong buddies.

Hanks is better than the material, but Clyde the orangutan could be better than this material. The young adult males in this film are depicted so stereotypically that it would bring out gender defensiveness in an entire professional football team. If you're the kind of guy who thinks it's great fun to sneak up behind some other guy in the locker. room, pull the waistband of his jockstrap out as far as it goes and then release it and thinks it's just as funny the 50th time as the first see this movie. Directed by Neal Israel and written by Israel and Pat Proft.

Grade it C. On HBO, MAX, TMC and SHO. 'HAMBONE AND HILLIE' In "Hambone and Hillie," a small dog is separated from his elderly widow owner (Lillian Gish) at a New York City airport. Hambone then makes his way across the country to Hillie's home in Los Angeles. The dog who is very appealing and nicely trained is the film's protagonist.

The actors Timothy Bottoms, O.J. Simpson, Candy Clark, Alan Hale among others appear only in brief cameo roles. The production values are reasonably high. The film makers deliver the comedy and dramatic elements adequately. The dialogue is stilted, Kids will enjoy it, provided smaller children are told that the adults are only pretending to abuse the dog in order to tell the story.

Grade it plus. On HBO and MAX. 'BEAT STREET' "Beat Street" is about breakdancing, and better than soon-to-be-oncable "Breakin'," for whatever that's worth. A multi-ethnic group of young South Bronx residents share a dream of achieving fame from the expres-. sion of their folk art.

One is a dancer, one is a rapper, one is a graffiti artist and one a hustler who will merchandise the others. If one releases the film makers of any responsibility to make the plot plausible, the movie is approachable as an ethnographic film about South Bronx folkways. Until the inevitable point 1 of satiation unless you're deeply into this milieu, expect to have drunk your fill before the film's over one gets a kick out of the dancing and learns a few things here and there. Among the featured performers are Guy Davis, as the and the very lovely Rae Dawn Chong, as a college music major whose intellectual interest in South Bronx folkways intensifies into romantic interest in Davis. Grade it B.

On MAX. 'TOP With "Top Secret!" the creators of "Airplane!" open another wing on their joke museum in which their free-associated, anachronistic humor is rooted very, very shallowrooted in the cliches of World War II resistance-fighter melodramas. This funny making methodology is highly surprise-dependent. With repetition, it becomes harder for the gagmakers to set up a gag without tipping it off. But the surprises are still plentiful, and the level of entertainment this new wing of the joke museum offers is still high.

"Top Secret!" delivers quality silliness in satisfactory quantities. With Val Kilmer, as an American pop star on a cultural tour of East Germany (anachronism, and Lucy Gutteridge as, well, the female lead. Written and directed by Jim Abrahams, David Zucker and Jerry Zucker, with the screenplay collaboration of Martyn Burke. Grade it plus. On SHO.
